Run Amd Radeon Settings Application as Administrator
Sometimes running AMD settings app as Admin will fix the issue of crashing. So first try this out. If its still not opening then proceed with the below steps.
Remove AMD drivers
AMD software package installs two applications named AMD Settings and AMD Radeon Adrenalin 18.12.3 I( Whatever version is the latest ).
You have to remove all AMD related drivers from your computer fully. You can do this by using the AMD uninstall Utility ( Download the AMD Cleanup Utility here ) that completely removes all the AMD drivers.
Remove Intel Graphics Drivers
If you are CPU has in inbuilt GPU then there may be Intel Graphics drivers installed as well and it might be conflicting with the AMD graphics driver.
Remove Nvidia Graphics Drivers
If you had a Nvidia Graphics card before you switched to AMD there is a chance that the old Nvidia driver is still present on your computer which can cause issues with the AMD settings software and Relive not opening. To fix this uninstall the Nvidia Graphics Driver and restart your computer.
Reinstall / Update Intel Graphics Drivers
Sometimes you can solve this issue by updating the Intel HD graphics drivers.
Run sfc /scannow
Open the Command Prompt window as admin
Copy and paste this below code and hit the Enter key.
sfc /scannow
Now the scan will be done and any files that are corrupt will be fixed. Restart your computer and launch AMD settings app.
